The matter here it is free or not to get POP or Dip test.. We may share the view on this subject..
Point 5, buyer may need to pay fee to the terminal.. buyer access to terminal, do you think it is free? anyone can visit terminal, of course not. If fee is required, buyer shall pay it, as it makes sense.
also at that point, actually buyer will contact the terminal, are you buyer paying to terminal, it is easy to verify.. do you agree ?
the fee, not paying to seller but just pay to terminal, it makes sense.. if this is standard thing to access a terminal or how much fee, if you buyer taking oil TTT, should know it well.
In my view, no procedure is really free to get POP or dip test.. all buyers want it free, but seller worry buyer cant perform after POP, that is a dead lock..
Buyer shall have its good ways to verify things, for example this offer buyer can contact terminal, how to verify terminal or paying to terminal, it is easy.. If just expect everything free, if buyer do proceed just because it is free, it is actually not worth to proceed..
