A Ship Agent or Tank Broker acts as an intermediary, just like a freight forwarder doesnt own the airplanes. However, in the high-stakes world of EN590 and Rotterdam storage, scammers frequently pose as agents to hide the fact that they have no physical access to tanks.

To verify if the tank (or any agent) is legitimate, use this Professional Stress Test of 4 specific questions. A real agent will answer these instantly; a scammer will give you excuses.

1. Ask for their Port Authority Terminal ID
Every terminal in Rotterdam (Vopak, LBC, etc.) has a specific Terminal Code or Berth Number.
The Question: Which specific terminal facility is the sub-lease located in, and what is the Terminal Operators name (e.g., Vopak Banyan or Chane Botlek)?
The Test: If they say Our own private tanks, they are lying (they are registered as a shipping agent, not a terminal). If they give a name, call that terminal directly to ask if Proxima has an active account.

2. Ask for the Port Map Location & Customs Code
Legitimate agents handling fuel must have a Bonded Warehouse License or work through a terminal that does.
The Question: Can you provide the Shed/Tank Number and the Customs Warehouse Code for the VAT-exempt storage of this EN590?
The Test: A real agent will provide a specific coordinate or tank ID (e.g., Tank 402). You can then cross-reference this on Port of Rotterdam Maps.

3. Ask for a TSR with a Verifiable Signature
A Tank Storage Receipt (TSR) is the gold standard.
The Question: Will the TSR be issued by the Terminal Operator (the tank owner) or by you as the agent?
The Test: If the agent says they issue the TSR, it is a scam. Only the physical terminal owner (the VOTOB member) can legally issue a TSR that proves the fuel is in the tank.

4. Check their Professional Liability Insurance
Agents in the Netherlands almost always belong to a professional body like VRC (Vereniging van Rotterdamse Cargadoors / Rotterdam Ship Brokers Association).
The Question: Are you a member of the VRC or do you carry FIATA insurance?
The Test: Check the VRC Member List. If they arent there, they are an unregulated entity, which is extremely dangerous for million-dollar fuel deals.

Final Smell Test for any tank companies.

Since they were registered in 2024, they are a New Player. In Rotterdam, New Players rarely get sub-lease rights from major terminals like Vopak because of strict KYC (Know Your Customer) laws.

This includes payments like document endorsement, tank farm access fees, tank storage extension fees. Agreements with logistics companies and petroleum sellers that require any payment for Authorization to Verify (ATV) storage capacity, and/or Dip Test Authorization (DTA) including endorsements from the Port of Rotterdam Authority (by request or requirement) should be considered as wrong by definition. These are often used as methods in fake transactions or scams that may put your money at risk.

In addition there should be always copies of an official Quality and Quantity inspection company report. This should be from official inspection companies who work in the port of Rotterdam like SGS or Intertek accompanied with an injection report from the storage company.

If the above documents are not provided then the transaction may not be legal and is a red flag for a potential scam.

Companies that operate in the Port of Rotterdam are assigned a KVK number and chamber of commerce registration. If your purported logistics company does not provide information on their registration documented with these organizations when engaging in a business relationship, then your logistics company is not legally registered to conduct business in Rotterdam.

In my view, no procedure is really free to get POP or dip test.. all buyers want it free, but seller worry buyer cant perform after POP, that is a dead lock..

You buyer has no TANK, so you cant take it TTT, right?
Why buyer dont have TANK, if buyer is taking oil, no reason buyer has no tank or TSA, right?
you can image this, how the seller can trust this buyer and release POP ? so that the offer TTO, all offer procedure almost similar, it requires kind of fee before release POP that makes sense.

If you do TTT with TSA, the offer will be no upfront to seller or seller tank, but it still endorsement on UDTA or access terminal permit or something similar, that will also cost to buyer, that will pay to buyer tank or logistic company.

We would say this way, there is no offer procedure that is really free to get POP or dip test. IF any buyer see it free, 100% that buyer is not fully understand the procedure.

My advice, buyer should not expect everything is free, but just consider if the fee it makes sense to buyer or consider if the seller is good one.. if the seller is well known, no upfront direct to seller, but just reasonable fee pay to buyer tank or logistic company, why not ? for example, SGS cost buyer pay it, why you dont argue ? because it make sense, right.

This is not the single case, it happens some times, buyer and seller direct talks, they think direct talk is the best and only, and then end up crashing the deal..

Buyer and seller need to direct talk, yes it needs but it is more important that needs a good balance, sometimes you better talk through my professional..Buyer and seller actually better need someone do as a sponge between them, to avoid hard touch. If you talk through me, it will land smooth touch.. as use the example, 2 stones hit up, that will get fire, avoid the fire, you just need a sponge that provides smooth touch..

I learn to let buyer and seller understand this matter, but you know this thing is hard to say.. If I say it too early you may be not happy, I say it now it is too late..

The proposal I read many times, may be I understand it not sure, seller may not understand completely as well.. if you discuss with me, I think we will get a better considerate proposal, at least I will make sure both sides understand clearly before say yes or no..
